Dear Mr. Denton:

As requested in references 1 and 2, LILCO has conducted a review of the shoreham Nuclear Power Station controls of the handling of heavy loads and the level of compliance with NUREG-0612.

The initial phase of this evaluation was submitted to the NRC via references 3 and 4.

This letter transmits the second phase of the study which ad-dresses enclosure 3, sections 2.2 and 2.3 of reference 1.

The enclosed report documents the review and has determined that in the event of a postulated load drop, from any lifting device capable of carrying a heavy load, sufficient redundancy exists to assure a safe, cold shutdown.

Although no design or equipment modifications are required, LILCO is evaluating the feasibility of providing a single failure-proof capability for the polar crane auxiliary hoist.

In addition, to provide further assurances regarding the safe handling of heavy loads, LILCO has:

reduced the auxiliary hook rating from 30 tons to 15 tons instituted procedures that require all auxiliary hook lifts to be double slung With the exception of the ongoing effort on "Special Lifting Devices" (reference 4), LILCO believes that this letter, in conjunction with earlier submittals, should enable the NRC to close this confirmatory issue (SER Issue No. 59) on the Shoreham docket.
