This interim repo rt is in reference to the pot ent ially repo rt ab le Significant Deficiency relating to factory wiring workmans hip of the Main Control Board furnished by York Electro Panel Control Company and control and relay panels furnished by System Control Corporation. Duquesne Light Company not ified the Region I of fice that an evaluat ion unde r 10CFR50.5 5(e) was underway on March 1,1984.

Purs uant to the requirements of 10 CFR50.5 5 ( e) , an int erim repo rt is submitted, and it is pres ently ant icipat ed that a subseque nt repo rt on this subject should be submitted to the Regic I of fice by July 8,1985.

, DUQUESNE LIGHT COMPANY Potential Significant Deficiency of Internal Wiring in York Electro Panel Control Company and Systems Control Corporation Class IE Electrical Equipment 1.0

SUMMARY

The BVPS-2 Site Quality Cont rol (SQC) group has repo rt ed numerous ins t ances of wh at ap pear to be poor workmansh ip in facto ry-ins talled wiring of the Main Control Board furnished by York Electro Panel Control Company and control ard relay panel s furnished by Sys tem s Control Corpo rat ion. This equipment was supplied under purch.ne orders 2BV-311 and 2BV-731, respectively. The ins t ances have been documented on Non-conformance and Disposition Reports prepared by SQC.

2.0 IMMEDIATE ACTION TAKEN Site ins pect ions were perfo rmed on a random basis by SWEC control systems enginee rs and represent at ives of York Electro Panel Co ntrol Company. Additional ins pect ions were performed by SQC, These ins pe c-t ions confirmed that there are ins tances of poor workmanship practices and the need for further analysis. Mr. S. D. 3.0 DESCRIPTION

OF THE PROBLEM Specific instances reported include:

1. Nicked or broken strands in switchboard wire.
2. Excessive gaps between terminal lugs and wire insulation.
3. Bent lugs.
4. Poor crimping.
5. Tension on conductors and terminal lugs.

4.0 ANALYSIS OF SAFETY IMPLICATION The obse rved condi t ions , without further analysis, have been judged to have the pot ent ial to cause an elect rical failuce during a seismic event. Because the problems not ed above were observed on circuits in Class 1E electrical equipment , these problems could af fect the capabil-ity to safely shutdown the plant in the event of a design basis event.

5.0 CORRECTIVE ACTION TO REMEDY THE PROBLEM Ins pections will be pe rf( rd and any deficiencies not ed during the inspections will be analyzed and , if necessary, repaired to assure that the functional integrity of the equipment is maintained.

6.0 ADDITIONAL REPORTS An additional report will be issued by July 8,1985.
