We have reviewed your Reference 1 letter and appreciate your effort in evaluating our February 14 letter (Reference 2). This letter addresses our specific expectations from the NRC for documentation of the NRC review of the key near term SBWR Technology Phase submittals.

Test and Analysis Program Description (TAPD) Revision B:

We feel that we need a timely written expression of agreement (which could take the form of a letter - a DSER is not necessary) that the relevant items have been satisfactorily addressed, or timely Requests for Additional Information (RAls) on the TAPD Rev. test facilities, and TAPD Rev. B is intended to resolve the key programmatic testing related issues. We have developed Rev. B in close cooperation with the NRC Staff. We would expect the NRC Staff to concur that the issues are fully addressed and that the .

tests planned are reasonable and acceptable barring any surprises that may come from the tests. We request you to reevaluate and determine if a written expression of NRC concurrence with TAPD Rev. B could be issued by midJune 1995.

TAPD Revision C:

TAPD Rev. C is intended to close out the remaining programmatic issues raised in the DSER on the TAPD Rev. A. These relate primarily to the clarification and expansion of the Phenomena Identification and Ranking Tables (PIRT) and completion of global scaling of the test facilities.The TAPD Rev. C will be submitted by the end of August 1995. GE intends to present this information concurrently to the ACRS Thermal Ilydraulics Phenomena Subcommittee for their review. We request that you reevaluate.

TRACG Model LTR NED-32176:

Our understanding is that the TRACG Model Licensing Topical Report (LTR) NED-32176 (submitted in Febniary,1993) review is nearly complete. There have been several rounds of. Requests for Additional Infonnation (RAIs) which have been closed for some time. NRC has requested several clarifications and additional detail which has been discussed with the Staff (Reference 5). We request that you consider issuing a Draft Safety Evaluation Report (DSER) on this LTR rnid year 1995 so that we can have a -

clear appreciation of any remaining NRC concerns. A revision to this LTR will be' submitted by the end of 1995; this is ahead of the Reference 2 schedule. This LTR is not dependent on the testing results. We request that you issue a SER by'the end of  ;

May 1996 (based on 2 months for NRC review and submittal of RAls to GE,1 month for GE to satisfactorily respond to the RAls, and 2 months for NRC to issue the Model LTR l SER).

TRACG Qualification LTR NED-32177:

Our understanding is that the TRACG Qualification topical report NED-32177 (submitted Febniary 1993) review is also nearly complete. NRC has requested substantial additional infonuation, some of which comes from the Testing part of the Program. We request that you consider issuing a DSER'on this LTR by the end of year 1995. A Supplement to this report which has been discussed with the Staff will be  ;

submitted April 1996. As indicated in Reference 2 pre-test and preliminary validation l calculations are being provided on a timely basis. We request that the review of the

Supplement be conducted such that a SER could be issued by mid-September 1996.

TRACG Application LTR NED-32178:

Our understanding of the TRACG Application topical report NED-32178 (submitted February 1993) review is that it is least complete and most dependent on completion of -

the testing and evaluation of _ calculational uncertainties. It will be revised and resubmitted in April 1996 as indicated in Reference 2. We have agreed with the Staff to keep them informed of the testing, the TRACG testing analyses, and the development of the application methodology such that most of the materials included in the April 1996 revision will already have been reviewed. We request that review of the Revision result in an issued SER by mid-September 1996.

As you requested, we have provided a discussion of the actions in response to the PANDA operational readiness review in Reference 4. Those actions required for the PANDA Steady State tests have been completed.

We wish to develop a mutually acceptable schedule, and agree that your timely review depends in large part on complete and timely submittals by GE. We intend to do this.
