" INADEQUATE CONTAINMENT PURGE VALVES CLOSURE TIME AND FLOW RATE" INTRODUCTION This report is submitted pursuant to 10CFR50.55(e). It describes a problem with the closure time of the Containment Purge and Vent Valves encountered during the prerequisite phase of testing. The Containment Purge and Vent Valves exceeded the maximum closure time required by design. This problem is considered reportable under the requirements of 10CFR50.55(e).

The first interim report also described the failure of the valves to meet the design flow rate. It has since been determined that this condition does not represent a safety concern and it has therefore been deleted from this response.

To the best of our knowledge this problem has not been reported pursuant to 10CFR21.

DESCRIPTION During prerequisite testing of the 48 inch Containment Purge and Vent Valves (Tag Numbers 2HV-B150 through 2HV-B155), it was noted that the valve closure time had varied between 11 and 18 seconds. This exceeds the design closure time of 5 seconds maximum. This deviation is attributed to the installation of one (1) solenoid valve instead of two (2) as originally required per the vendor's design.

SAFETY IMPLICATIONS The post accident offsite radiological dose calculations and the 10CFR50, Appendix K ECCS analysis were based on the Containment Purge Valves closing within their design closure time. Failure to do so could therefore invalidate l these results and require reanalysis.

CORRFCTIVE ACTION TAKEN l

Nonconformance Report W3-5923 and W3-6059 were initiated to track and document corrective action, and the following corrective action has been performed:

1) A second solenoid valve was added to each containment purge and vent valve.

l l 2) The air connections to the solenoid valves were enlarged.

l With the above modifications, a valve closure time of lees than or equal to 5 l seconds was achieved on each of the subject valves.
