O l%sconsm Bectre eowca couraur 231 W. MICHIGAN, P.o. BOX 2046, MILWAUKEE, WI 53201 December 29, 1983 Mr. H. R. Denton, Director Office of fluclear Reactor Regulation U. S. Nuclear Reactor Commission Washington, D.C. 20555 Attention: fir. D. G. Eisenhut, Director Division of Licensing Gentlemen:

DOCKET NOS. 50-26_6 AND 50-301 FURTHER RESPONSE TO GENERIC LETTER 83-10D "AUT0tVTIC TRIP OF REACTOR COOLANT PUMP" POINT BEACH NUCLEAR PLANT In a letter dated April 11, 1983, Wisconsin Electric Power Company, licensee for the Point Beach Nuclear Plant, provided a response tu NRC Generic Letter No.83-10d, " Resolution of Tf11 Action Item II.K.3.5, Automatic Trip of Reactor Coolant Punps," and a plan for resolution of this action item.Section I of the attachment to Generic Letter No.83-10d was concerned with pump operating criteria which can result in reactor coolant pump trip during transients and accidents. Subsection 1 of this section presents guidelines for establishing set points for pump trips. As discussed in my April 11 letter, the Westinghouse Owners Group response to this section was to be provided in Revision I to the Emer-gency Responsa Guidelines. Revision 1 has been approved by the owners group and issued. Wisconsin Electric plans to use Revision 1 as the reference guidelines for upgrading the Energency Operating Procedures for the Point Beach Nuclear Plant.

In our letter dated August 24, 1983, we notified the Connission of anticipated

' delays in the implementation of upgraded energency operating procedures until December 1984. Accordingly our commitnent in my April 11, 1983 letter to having the reference guidelines in use is likewise revised to December 1984.

Subsection -2 of Section I provides guidance for justification of nanual reactor coolant pump trip. We previously noted that the Westinghouse Owners Group response to this subsection would be reported seperate'y at the end of 1983. As noted in a letter from Mr. J. J. Sheppard, Chairnan of the Westing-house Owners Group, to fir. R. J. Mattson of your staff dated December 1,1983, the completion of this report justifying manual reactor coolant pump trip has been delayed to March 1, 1984. Our expected use of this report to justify manual trip of the reactor coolant pumps for the Point Beach Nuclear Plant remains as discussed in my April 11, 1983 letter.

Very truly yours, 8401050284 831229 A/
