DECLARATION OF ERIC R. HAVIAN I, Eric R. Havian, state as follows:

1. I am of counsel to the Center for Law in the Public Interest, attorneys for the Joint Intervenors in the above-captioned proceeding. The statements herein are true and correct, and if called as a witness I would testify com-petently thereto.

2. On December 23, 1983, I caused copies of the Joint Intervenors' Proposed Findings of Fact and Conclusions of Law to be served upon the individuals listed in the attached proof of service. Because of a word processing malfunction, two errors were made in the print-out of the Proposed Findings.

The errata attached to this Declaration as Exhibit A will correct those errors.

I declare under penalty of periury that the fore-going is true and correct.
