VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10CFR50.90, the Virginia Electric and Power Company requests an amendment, . in the form of ' a change to the Technical Specifications, to

. Operating License Nos. NPF-4 and NPF-7 for North Anna Unit Nos. 1 and 2.

The proposed change will revise the P-7 reactor trip system interlock setpoint to indicate 10% full lead turbine impulse chamber pressure instead of pressure equivalent to 10% rated thermal power, for North Anna Unit Nos. I and 2. This change remains consistent with the North Anna Setpoint Study and the Precautions, Limitations and Setpoints (PLS) document. The proposed change to the North Anna Unit No. 1 Technical Specifications is provided in Attachment

1. The proposed change to the North Anna Unit No. 2 Technical Specificstions is -provided in Attachment 2. A discussion of the proposed Technical Specification changes is provided in Attachment 3.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not pose an unreviewed safety question as defined in 10CFR50.59.

The proposed change does not pose a significant hazards consideration as described in the Federal Register, dated April 6, 1983, Page 14870, Example (i); a purely administrative change to the Technical Specifications:

for example, a change to achieve consistency throughout the Technical Specifications. The proposed change will provide consistency with the F-13 interlock. The F-13 interlock is the input from the turbine impulse pressure channels to the P-7 interlock. The proposed change provides consistency with the North Anna Setpoint Study and PLS document. The proposed change will also allow the systems to be operated as designed.
