Proposed Technical Specification Changes - Fort St. Vrain Electrical System Requirements

Dear Mr. Coliins:

This letter is to propose cnanges to the electrical system requirements of the Fort St. Vrain Technical Specifications. The changes are proposed in response to References (1) through (3) as outlined in Reference (4). Efforts to increase the consistency between the overall electrical system requirements at Fort St. Vrain and those in the Standard Technical Specifications were also made in the development of the changes. The proposed changes are provided in Attachment 1.

Attachment 2 and 3 are the safety analyses for the electrical system modifications and the proposed Technical Specification changes, respectively. These safety analyses provide justification for our determination that the proposed Technical Specification changes involve no significant hazards considerations.

In accordance with the provisions of 10 CFR 170, we believe that the proposed changes are Fee Class III since they are deemed to involve no significant hazards consideration.

A check in the amount of $4,000.00 is enclosed for fee payment.
