Dear Mr. Denton:

As discussed between Mr. R. Caruso of your Staff and Mr. R. Grunseich of LILCO on December 12, 1983, modifications are being made to motor operated fire dampers to ensure their capability to be opened remotely following closure. LILCO is, therefore, requesting interim relief from the provision of page 2-3 of the " Fire Hazards Analysis Report (FHAR)", submitted via SNRC-745 on August 5,1982, which states:

Ventilation systems in safety-related areas utilizing total flooding CO 2 are remotely resettable from outside the hazard area, thus allowing remote restoration of these systems in the event of an inadvertent CO2 system initiation.

It was determined, as a result of testing, that manual assistance was sometimes required to ensure damper reopening after closure.

Implementation of manual damper reopening does not compromise either the safety fuaction of the dampers or the ability to maintain integrity of fire rated barriers. The basic principle of operation of these dar.pers has not changed; the only change is the substitution of local / manual opening in lieu of remote / manual opening for the interim period until modifications can be completed. Con >rol room operators will still be apprised of the operational condition of these dampers due to the existence of damper closed position annunciators.

LILCO is proceeding with the necessary modifications to the affected dampers to ensure compliance with the existing FHAR.

Although completion is scheduled by April, 1984, it should be noted that, due to the reasons cited above, LILCO does not consider completion of the modifications as a necessary prerequisite for the issuance of an Operating License.
