Dear Mr. Denton:

Enclosed for filing with the Commission is Amendment No. 60 to the License Application of Philadelphia Electric Company in the above captioned matter. This Amendment makes changes to the Final Safety Analysis Report as a result of meetings and discussions with NRC Branches (Auxiliary Systems, Instrumentation and Control Systems, Meteorological and Effluent Treatment and Containment Systems Branches). The Amendment also revises the Emergency Plan in partial response to the NRC Staff's letter of August 12, 1982 and to reflect Licensee's previous commitments in the Limerick proceeding. The Amendment also adds the four-volume Mechanical Equipment Environmental Quali*ication Report to the Application in response to a June 17, 1982 letter f rom the NRC Staff.

This filing consists of three originals and nineteen copit.s of Amendment No. 60 to the License Application, fifty copies of Revision 27 to the Final Safety Analysis Report, fifty copies of Revision 7 to the Emergency Plan and twenty copies of the Mechanical Equipment Environmental Qualification Report.

There are alto transmitted herewith 41 copies of Revision 16 to the Environmental Report - Operating License Stage which provides information requested during discussions with the Meteorological and Effluent Treatment Branch and makes miscellaneous changes to reflect the actual Limerick design.
