Dear Mr. Wagner:
With reference to the telephone conversation between you and Mr. Chuck Fuller on December 22, 1983, it is our interpretation of Generic Letter 81-38 that we were not and are not required to respond to the NRC.
As part of our continuing review of Generic Letter 81-38, however, we requested of Mr. Dean Chaney of your office during the performance of inspection 83-28, additional clarification of the requirement 3 of the letter as applicable to Fort St. Vrain.
It is our understanding that a written evaluation of our required actions will be provided to us; until receipt of this evaluation we plan no further action on this item.
