Dear Mr. Rouse:
In our discussion of August 24, 1983, you expressed an interest in being kept informed of any changes in the status of shutdown activities at the Barnwell Nuclear Fuel Plant. To this end, I am enclosing copies of:
- Our application to the South Carolina Department of Health and Environ-mental Control for amendment of our S. C. Radioactive Materials License No.144, which includes as Attachment 1, the BNFP Decommissioning Plan.
- Our letter of December 9,1983 to Secretary of Energy Hodel summarizing the current status of shutdown activities.
As you will note from these enclosures, the future of the Barnwell Nuclear Fuel Plant remains uncertain. I will advise you promptly of any change in that regard. If. the enclosures raise any other questions, I expect to be here for the next few months and would be pleased to respond.
Sincerely yours,
. A. Buckham JAB:jr Y s

November 10, 1983 Mr. Heyward Shealy, Director Bureau of Radiological Health S . C. Department o f He alth and Environmental Control 2600 Bull Street Columbia, South Carolina 29201 Re: Application for Amendment - South Carolina Radioactive Materials License No. 144 1
De ar Mr. Shealy:
Al lied-Ge ne ral Nuclear Se rvices (AGNS) herewith submits its application to amend SCRML No. 144 because operations at the Barnwell Nuclear Fuel Plant (BNFP) are being terminated e f fective December 31, 1983. For the past several months, Al lied-Ge ne ral Nuclear Se rvices (AGNS) has been in the process of decommissioning the BNFP in accordan:e with the AGNS BNFP Decommissioning Plan (the Plan) which is included as At tachment I to the enclosed Application for Radioactive Material License. As explained in the Plan, at no time has spent nuclear reactor fuel been present ' at , the BNFP. During cold testing natural uranium was used as surrogate fuel. In addition to natural uranium, laboratory quantities of other radioactive materials have been used for laboratory pro-cedures develcoment, instrument _ calibrations, and pilot scale process develop-ment studies. Al l of these . activities were conducted using materials authorized by the referenced license.
The objective of the decommissioning program is to place the BNFP facilities and the site in such a condition that only a minimal level of continued sur-veillance will be required. To accomplish this objective, the source, special nuclear and other radioactive materials have been removed from the site by t ransfer to an authorized recipient.
Transuranic (TRU) sources have been transferred to ' authorized licensees and to
- the De partment of Energy avann e.h River Operations Offices (SR) or their contractor. TRU writes are also being transferred to SR. These transfers are expected to be completed by December 1, 1983. No n-TRU vastes are being disposed of at Chem-Nuclear's site in Barnwell.
A radioactive materials inventory is enclosed as At tachment 4 to the License Application to show the disposition of the rrdioactive materials previously held by AGNS as authorized by the referenced 1icense.
