Dear Ms. Adensam:

In the Matter of ) Docket No. 50 -327 Tennessee Valley Authority ) 50-328 In a recent telephone conversation with Carl Stahle of your staff, we learned that the NRC has not been able to complete the review of the proposed technical specification change to modify the surveillance requirements for testing of containment penetration protective fuses (TVA-SQN-TS-35, Change No. 4). Interim relief has been previously granted for unit _1 and for unit 2 at our Sequoyah Nuclear Plant by Amendment No. 20 for unit 1 and by Amendment No. 21 for unit 2. Continued relief from the surveillance requirement for both unit 1 and unit 2 would be acceptable until NRC completes the review of the proposed technical specification.

Enclosed is a significant hazards consideration determination for the interim relief period in accordance with 10 CFR 50.92. Our evaluation has revealed that no significant hazards considerations are involved.

Also, in Enclosure 2 to my July 21, 1983 letter to you (TVA-SQN-TS-46), a revision was requested in the hydrogen igniter surveillance test require-ment, TS 4.6.4.3.6. Included in that proposed change was a revision to the number of hydrogen igniters required to be installed in unit 1 before startup following the second refueling outage (operating license condition 2.C.(22).D.(1)). This change is needed for unit 1 cycle 3 operation.
