Dear Mr. Denton:

This is to provide additional information regarding the 3

emergency operating procedures to be used during initial operation of Byron 1. This letter updates and supplements the information in reference (a) regarding the generation of those procedures.provided In reference (a) we' provided a description of the activif.ies

' involved in the verification and validation of the current emergency operating procedures. That ef fort was completed on the Byron /Braidwood simulator during the week of December 26, 1983. Approximately 14 accident scenarios were used. A normal shift manning-of 2 RO's, 1 SRO, i

and 1 SCRE/STA was used as the operating crew. Two observers recorded procedure use and any discrepancies. After each accident, a debriefing session was conducted in which specific questions were asked, and any

. comments or concerns were noted. Approximately 72 procedural deviation forms were initiated to document problems noted by the observers and during the debriefing. These procedural deviation reports are being incorporated into the procedures or otherwise resolved during the first week of January.

Reference-(a) referenced lesson plans regarding emergency operating procedures which are being used in the operator training program. Although it was not explicitly stated, the training of all the initial. licensed operating has been or is being conducted according
