DOCKET NO. 50-461 NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U.S. Nuclear Regulatory Connission (Connission) has issued Arendnent No. 59 to facility Operating License No. NPF-62 issued to the Illinois Power Conpany (II) and Soyland Power Cooperative, Inc., (the licensee) for operation of the Clinton Power Station, Unit 1, located in DeWitt county, Illinois. The anendnent was effective as of the date of issuance.

This anendnent to tie surveillance requirenents in Technical Specification 4.8.1.1.2 revised the conditions for test starting of the diesel generators consistent with the reconnendations in NRC Generic Letter 84-15.

The application for the anendnent conplies with the standards and requirenents of the Atonic Energy Act of 1954, as anended (the Act), and the Connission's rules and regulations.

The Connission has nade 2

appropriate findings as required by the Act and the Connission's rules 4nd regulations in 10 CFR Chapter I, which are set forth in the license an endnent.

Notice of Consideration of Issuance of Anendnent and Opportunity for Hearing in connection with this action was published in the FEDERAL REGISTER on February 18, 1988 (53 FR 4920). No request for a hearing or petition for leave to intervene was filed following this notice.

The Commission has prepared an Environmental Assessment and finding of No Significant Impact related to this action and has determined not to prepare an environmental impact statement.

Based upon the environmental assessment, the Commission has concluded that the issuance of this amendment will not have a significant effect on the quality of the human environment.

For further details with respect to the action see (1) the application for amendment dated October 30, 1987 and revised June 30,1989;(2) Amendment No. 59 to License No. NPF-62; (3) Safety Evaluation dated September 24, 1991; and (4) Environmental Assessment and Finding of No Significant Impact dated January 22, 1991 (56 FR 4309). All of these items are available for public inspection at the Commission's Public Document Room, Gelman Building, 2120 L Street N. W., Washington, D. C., and at the Vespasian Warner Public Library,120 West Johnson Street, Clinton, Illinois 61727.

A copy of items (2), (3) and (4) may be obtained upon request addressed to the U.S. Nuclear Regulatory Commission, Washington, D. C. 20555, Attention: Director, Division of Reactor Projects III/IV/V.
