Dear Mr. Denton,

This is to provide information regarding the emergency operating procedures to be used during initial. operation of Byron

1. This is not the-Procedures Generation Package that is necessary to satisfy the NRC requirement imposed in reference (a) regarding
NUREG-0737' item III.A.l.2. As described in reference (b), the Byron emergency operating procedures will be revised in the future to incorporate revision 1 of the Westinghouse Owners' Group (WOG)

' Emergency Procedures Guidelines. A Procedures Generation Package will~ be submitted for that revision to satisfy the requirements of NUREG-0737, Supplement 1. This letter only transmits information requested by the NRC personnel regarding the initial plant i procedures.

The generic technical guidelines for the initial Byron c emergency operating procedures are the Rev-Basic WOG Emergency

[ Response Guidelines (High Pressure) which have been reviewed and commented upon by the NRC. To develop plant specific procedures we l used a four man writer team consisting of an electrical engineer, a L

I-mechanical engineer, a previous R0 license holder with large PWR 4 loop experience, and a Shift Foreman with extensive in-plant i experience. The writer team reviewed the reference plant design

used in the generic guidelines. The writers were instructed not to i deviate from the WOG generic guidelines unless it was necessary due to specific plant design or operating characteristics. Any changes made to'the generic guidelines were documented. In addition, any setpoint that required of f-site calculation was also documented.

Plant specific procedures were reviewed by the writer team as a group, reviewed and approved by the On-Site Review Board, and were reviewed by Westinghouse. The procedures will be verified and validated in accordance with the enclosed " Byron Station Emergency Operating Procedures Validation and Verification Guide," (HP, Basic, Rev.0)."

To assure that the plant specific procedures would be generated in a uniformly acceptable manner, they . vere all written using the enclosed writer's guide: " Byron Emergency / Abnormal /

Critical Safety Function Procedure Writer's Guide," BAP 1310-A3, Revision O. To aid in the NRC review of this information, also enclosed is the current procedure which explains the use of procedures at Byron: "Use of Procedures for Operating Department,"

BAP 300-11, Revision 2.

The operator training program for these initial emergency procedures is described in the-following lesson plans:
