Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Precritical Non-Nuclear Hot Testing On July 18, 1983, GPUN requested interim approval of the use of TMI-l's repaired steam generators in order to perform hot, precritical non-nuclear testing while the NRC continued to review our May 9,1983 request to return to full service. The license amendment issued on August 25, 1983 granted a portion of that request, interim approval for purposes of hot steam generator testing only.
In our letter dated December 1,1983, we indicated that we were considering requesting approval for further hot testing using non-nuclear heat.
Based on the acceptable performance of the steam generators under test conditions, as reported in GPUN TDR 488, supplied to you on October 25, 1983, we request approval to perform hot precritical non-nuclear testing using the repaired steam generators.
The additional testing includes surveillances of safety related systems and testing of installed modifications which can only be perfonned while hot.
Systeme which may be tested include emergency feedwater and high pressure inj ection.
It is desirable to perform these tests so that any adjustments identified as necessary prior to restart can be completed while GPUN is awaiting NRC approvals.

J. F. Stolz 5211-83-345 As indicated in TDR 488, steam generator performance to date is clearly consistent with expectations. The bases of GPUN's safety evaluation and no significant hazards considerations evaluation are unchanged. Thus, this request for further approval for use of the TMI-1 steam generators to perform hot precritical non-nuclear testing only reiterates our July 18 request.
Furthermore, the submittals supporting that, request are considered still to be bounding.
Since this request includes no supporting materials in addition to those reviewed and found acceptable by License Amendment 86 we request timely action on this matter to allow maximum flexibility in our planning for hot precritical testing.
Consistent with our letter of December 1, 1983 (5211-83-354) the hot testing could begin in early January 1984.
