9 V0GTLE ELECTRIC GENERATING PLANT IMPACT OF NRC INf0RMA110N NOTICE 91-31 ON INSH CT10tl ACTIVITlh Reactor licensees were notified by HRC Information Notice (IH) 91-31,
" Nonconforming Magnaflux Magnetic Particle (14AM) Prepared Bath," dated May 9,1991, that certain batches of Magnaflux materials used for surface examinations were possibly defective.
Review for applicability to Georgia Power Company (GPC), Vogtle Electric Generating Plant, Units 1 and 2 (VEGP-1 and 2, respectively) indicates that potentially defective material (Magnaflux batch no. 90EGlP) was used unknowingly during inservice inspection activities conducted in 1990 during the VEGP-2 first maintenance / refueling outage (2RI).
Specifically, reactor pressure vessel (RPV) closure head studs (identification nos. 21201-V6-001-001 through B018 and RPV closure head nuts (identification nos. 21201-V6-001-N01 through N09 and N019 through N027) were examined using material from the aforementioned batch of Magnaflux material, which was subsequently recalled.
The examination of the subject components was properly executed in accordance with the applicable nondestructive examination procedures.
11 should be noted that surface indications were observed on 8 of the 18 studs examined during VEGP-2 outage 2R1, while no indications were observed on the 18 nuts examined.
The results of these and other examinations conducted during outage 2R1 inservice inspection activities were provided to the NRC in GPC letter MSV-00364 dated January 25, 1991, which transmitted the " Owner's Report on Inservice Inspection" for that particular outage.
With regard to VEGP-1, it was not affected since potentially defective Magnaflux materials were not used in previous inservice inspections conducted during maintenance / refueling outages in 1988 and 1990.
It should also be noted that an additional review was performed of the various departments at the plant site, and that potentially defective Magnaflux materials had net been used elsewhere in the plant.

-MSV-00703 Page 2 Since the possibility exists that potentially defective material may have been used during the examination of the RPV closure head studs and nuts at VEGP-2, the affected components or a samp'le,nereof will be reexamined during the VEGP-2 second maintenance /refe. ting outage (2R2) currently scheduled to begin in March 1992.
RPV closure head studs 21201-V6-001-801 through 8018 will be reexamined

during outage 2R2. -In lieu of reexamining RPV closure head nuts N01
=through N09 and N019 through N027, examination of the nuts (i.e., N01 through N018) which correspond to the aforementioned RPV closure head studs is preferred in order to lessen any scheduling confusion during future outages.
Should the reexamination of RPV closure head nuts N01 through N09 reveal reportable surface indications, only then would_ the remaining nuts examined during VEGP-2 outage 2R1 (i.e., nuts N019 through N027) be reexamined.
Otherwise, only RPV closure head nuts N01 through N018 will be examined during VEGP-2 outage 2R2.
The NRC will be advised of the results of these examinaticos in the '0wner's Report on Inservice Inspection" which will be submitted withi_n 90 days of the completion of inservice inspection activities conducted during VEGP-2 outage 2R2.
