Dear Sir:

The et closed package contains Revision 10 of the Physical Security Plan (PSP) for the University of Florida Training Reactor. Only one small section on one page of SOP-F.1 is involved; this change is made in response to an internal surveillance to evaluate all SOPS on a biennial schedule.

The changes involve only .ection 7.3.4 on Page 13 of SOP-F.1 and its subsections. The '

effect of the change is to update the procedure to require reporting hfajor Physical Security Events to the NRC Operations Center at 301-951-0550 no later than one hour following determination of a hiajor Physical Security Event. Previously this requirement wa'.to reoort .

to NRC Region 11 security. Existing subsections 7.3.4.1, 7.3.4.2 and 7.3.4.3 are renumbered to allow inserting a new subsection 7.3.4.1 to continue the existing requirement to report hiajor Physical Security Events tc the 1&E office in Region 11 by telephone or telegraph at 404 -331-5545 but now within one(l) working day versus within one hour. This change was verified as appropriate with hir. Dave hicQuire of Region II on M, 2,1991.

Since this changes does not alter the original intent of the SOP, we have l' oe!cd it as a .

Temporary Change Notice (TCN) within the SOP-F.1 but we will treat it a' a Revision 10 to our Physical Security Plan to maintain Plan continuity. This change an 1 its treatment were approved by our Safety Review Subcommittee at a meeting on Augue 27,1991 and was inserted into the Facility copies of the Security Plan on August 30,199.
