Beaver Valley Power Station - Unit No. 2 Docket No. 50-412 Licensing Schedule Gentlemen:

During 'the June 7,1983, management meet ing, H. R. Denton indicated that he favored accelerating the Beaver Valley 2 (BV-2) licensing schedule.

A propos ed schedule was prov ided to Duquesne Light Company (DLC) at that meeting.

To da t e, engineering, cons truct ion, and licensing act ivities are proceeding as scheduled.

On May 16,1983, DLC received a let ter indicat ing t'lat our ap plica-tion was acceptable fo r docke t ing.

This letter indicated that a single set of ques tions would be transmitted to DLC.

These ques t ions, if provided in accordance with the lice ns ing sch ed ule, were to be provided by August 31, 1983.

In actuality, DLC has received this set of ques t ions in several part s ranging from August 31, 1983, to November 18, 1983, with over half of these questions having been transmitted on September 19, 1983, or later.

The docketing le t te r indica t ed that our res pons e to the que s t ions is required to su ppo rt preparation of a draf t SER.

Based upon the date of receipt of many of our ques t ions, we be came conce rned that much of the needed input would not be provided in time to suppo rt draf ting a SER.

Many of your la t er req ues t s fo r info rmat ion ask fo r our res pons e in le s s than the sixty days speci fi ed in our do cke t ing le t t er.

Conve rs a t ions wi th you and your staf f failed to yield any commitmen* to assure input to the draft SER if DLC responses were provided by the requested dates.

It is now our unde rs t airling that the draft SER is viewed by the staf f only as a tool for monitoring the status of your review and that some b ranches routinely do net provide input fo r it.

It is also our unde r s t and ing that the draft SER is not a critical path item in the lice ns ing schedule and will not af fect the final SER (which is on the cri t ical path).

Based u pon this unde rs t and ing, you have agr eed to resched ule some of our a li s t of remaining r eques ted res pons e dates.

At your suggestion, DLC welcomes the opportunity to meet with your reviewers in a series of workshops which will identify open items (if not provided in draf t SER) and close as raany items as pos sib le in support of a final SER.

We intend to discuss and finalize a workshop schedule with your staff in January, 1984.

We ex pe ct, with your staf f's cont inued attent ion, that the December, 1985,.. fuel loading date for BV-2 will be achieved.
