50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - INTEGRATED LIVING SCHEDULE (ILS)
On October 24, 1988, TVA's Nuclear Performance Pian, Volume 3 (BFN), was submitted to NRC.
In this submittal, TVA committed to renew the integrated schedule approach for regulatory committed modifications for each unit as that unit testarted from the current outage.
On May 5, 1989, the Nuclear Performance Plan, Volume 1 (Corporate), was submitted to NRC.
In this submittal, TVA reiterated its commitment to implement the program at each nuclear plant as each plant reached operational status.
After further review and comparison with other existing programs, TVA has decided that the ILS is redundant, causes additional work for the sites and corporate, and does not contribute materially to managing nuclear power generation.
TVA controls the ILS function by using nuclear business practices on " Issue Management," " Project Authorization,"
" Project Controls," and " Project Management." Using these listed business practices, TVA has the capability of providing NRC the same information on project status as could be provided by the ILS program.
Therefore, TVA is withdrawing its commitment to implement the ILS program.
Additionally, TVA has a pending license amendment for UFN on ILS.
The amendment was submitted to Mr. Harold R. Denton on August 14, 1984, with subsequent submittals on September 21, 1984, and April 12, 1985. Because of the reasons stated above, TVA withdraws that license amendment request for BFN.
