Dear Mr. Roberts:
Recently I met with Mr. and Mrs. Norman Aamodt of Coatesville, Pennsylvania concerning the Three Mile Island (TMI) nuclear generating plant I
near Harrisburg, Pennsylvania. As you probably know, Mr. and Mrs. Aamodt have been active intervenors in proceedings before the NRC regarding the 1979 accident at TMI. Their concerns are primarily focused on management issues which may have been the causal factor. I was impressed with the Aamodts as involved citizens whose only interest is that the NRC adequately and fairly hear their arguements, objectively investigate reasonable allegations, and render decisions on the TMI matter which give highest priority to the public health, welfare, and safety.
i.
I am" greatly conciirned bf'theTserious nature of some of the i
Aamodt'i~ claims Theser include the NRC'c handling.o.f._the. so-called "Hartman matter"~.the' testing and licensing of'rfueleaF plant operators,- regulations,.
which, 'Ilam'. told, allow ~ operators.to work excessively lon'g periods ~Jki.thout l
break,'..the adequacy.of_the newly.. developed emergency plan. for. protection"of l
p.eople.and property.in_. areas surrounding TMI; and the failure of the:NRC' to adequately-investigate; allegations of alarming rates of leukemia 4n' commun.i ti es surroundi.n g, _the. pl an_t..
I am far from qualified to make a judgement as to the validity of the Aamodt's allegations; such decisions are more appropriately dealt with by the NRC decision making process. Nevertheless, I wil.1' watch the NRC's l
examination of the issues raised by. the Aamodts and others regarding.TMI in particular, and nuclear power generation in general. All suggestions of error by any and all parties involved in the TMI incident should be carefully examined. One of those parties is, of course, the NRC. I'woul.d."
appreciate.being advi, sefof NRC progress in these matters.
The Aamodts also indicated that they have been experiencing considerable difficulty in gaining acess to certain documents relating to the TMI matter. Since the TMI case and its handling by the NRC is of considerable importance both to Pennsylvania and the entire nation,.I trust, hjk@
