December 13, 1983 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Denton:

In the Matter of the

)

Docket No. 50-259 Tennessee Valley Authority

).

As you know we will very soon be starting up Browns Ferry Nuclear Plant unit 1 in cycle six. The unit 1 inspection, evaluation, and weld repair program was discussed with your staff in a meeting on November 15, 1983 and was determined to be acceptable to allow restart of the unit.

From discussions held recently with R. J. Clark, we are aware of your L

staff's desire to be informed of the plans for ~ inspection, modification and/or replacement of Browns Ferry unit 1 piping to be conducted during the next refueling outage. As you know, we have consistently kept the NRC informed on this issue in the past. In accordance with your request, we will submit the plans for inspection, modification and/or replacement of unit 1 piping approximately one month before start of the next-refueling outage (cycle six outage). The start of the unit 1 cycle six outage is presently scheduled for February 1985.

The plan will be subject to change as the outage progresses. It is our

. understanding that submittal of the information is not to be a request by TVA for NRC approval of the plans for inspection, modification and/or replacement. In addition, we will submit justification for continued operation of Browns Ferry unit 1 in cycle seven at least one conth before startup from the cycle six refueling outage.

Very truly yours, TENNESSEE VALLEY AUTHORITY L. M. Mills, anager i
