Dear Dr. Mirley:
This letter provides notification of Reportable Occurrence 83-30 pursuant to the requirements of Millstone Unit 2 Appendix A Technical Specifications, Section 6.9.1.8.b.
This report concerns the operation of a~ system subject to a limiting condition of operation in a manner less conservative that the least conservative aspect of the limiting condition established in the technical specifications.
Fuel novement took place in the spent fuel pool while credit was taken for the B facility Enclosure Building Filtration System (EBFS). The B EBFS facility was discovered to be inoperable due to the installation of a tenporary block wall which was not seismically qualified.
It should be noted that both the A and B facilities were available.
However, no credit could be taken for the A facility due to a lack of emergency power (A Diesel out of service) and the B facility did not neet the definition of en operable system (Installation of a non-seismically qualified wall jeopardized the operation of the B EBFS facility).
