NUCLEAR (216) 259-3737 May 5, 1995 PY-CEI/0 EPA-0221L Attention:
Ms. Kathryn Lyn Jones Environmental Specialist Ohio Environmental Protection Agency, Division o.E Surface Water P.O. Box 163669 Columbus, Ohio 43216-3669 Perry Nuclear Power Plant NPDES Permit No. 3IB0016DD Cooling Vater Additive for Nonroutine Heat Exchanger Cleaning Ladies and Gentlemen:
The Perry Nuclear Power Plant has enlisted Betz Industrial to perform a chemical cleaning of the main condenser in the circulation water system.
Deposi-trol 860D vill be used as a calcium carbonate scale remover. This vill be applied as needed, typically less than once per year for a maximum of seventy-two hours.
Foam-trol 144 vill be used as necessary as an anti foaming agent. The duration of this application vill be the same as that of the Deposi-trol.
Sulfuric acid may be needed to maintain the pH of the system to ensure maximum efficiency of this treatment.
Attachments 1, 2 and 3 contain the information required in accordance with the Ohio EPA procedures. The first condenser cleaning is to be.
performed within the next several weeks.
If you have questions or require additional information, please contact Donna Tizzano at (216) 280-5514.

6.i Suggested or Regulated Limits 6.1.1 Water.
Canada. Sulphuric acid in !cself is not regulated in Canada; however, there a i
6.1.1.1 guidelines for both sulphate and pH. Nationally, 500 mg/L sulphate preferred. For !!vestock, a limit of 1,000 mg/L sulphate is acceptable (W Ontario recommends that " alkalinity should not be decreased by more tha The pH should not go below 6.5 (Water 25 percent of the natural concentration".
Management <,oals 1978).
l Others. In the tinited States, 250 mg/L sulphate is the maxim 1971); 500 mg/L is acceptable for livestock 6.1.1.2 with a 30 mg/L objective (WQCDB-2 The World Health Organization recommended a limit of 250 mg/L I
(EPA-440/9-75-009).
sulphate in 1961 (WQCDB-21971).
For high levels of protection from acidity, a pH of not less than 6.515 f
recommended; pH 3.5 affords the minimum acceptable protection. The extreme range l
pH fluctuation should not exceed 2.0 units; total alkalinity should not be than 25 percent (WQC 1972).
Ontario limits airborne sulphuric acid to 100 pg/m3 (Ontario E.P. Act 6.1.2 Air.
i l
1971).
6.2 Aquatic Toxicity U.S. Toxicity Rating. Sulphuric acid and oleum have been assigned a TLm 6.2.1 l
(4-day median lethal toxicity rating) of 10 to 100 mg/L (RTECS 1979).
