Application for Subpoenas
- 1. The intervenors, Wanda Christy and Mary Ellen Salava, request that the Chairman of the Atomic Safety and Licensing Board Panel for this matter issue a subpcena to each of the persons named in paragraph 2 requiring them to be in attendance and to testify as a witness at the operating license hearings in this matter. Such hearings'are to be held at the time and place specified in the board's Second Amended Notice of Hearing' dated November 30, 1983.
- 2. The subpoenas should be issued to Robert Sattler, Route 2, Reading, Kansas 66868; and to Phil McCracken, 731 Ash Street, Ottawa, Kansas 66067.
- 3. Robert Sattler is a County Commissioner for Lyon County, Kansas. Under the provisions of the Coffey County emergency plan for an accident at the Wolf Creek plant, Lyon County and the Lyon County Commissioners are assigned specific duties and responsibilities regarding registration of evacuees, radiation checks for evacuees, decontamination of 8312200315 831214 PDR ADOCK 05000482 C PDR .

evacuees, and sheltering and feeding the evacuees. The l intervenors have raised certain contentions about the matters that Lyon County and its commissioners are responsible for under the Coffey County plan. The intervenors want Mr. Sattler to testify about the status of his and Lyon County's ability to discharge their responsibilities and duties under the plan.
- 4. Phil McCracken is the Franklin County Emergency Preparedness Coordinator. Franklin County and its emergency preparedness coordinator are assigned duties under the Coffey County plan that are almost identical to those assigned to Lyon County and described in paragraph 3. For the same reasons specified in paragraph 3, the intervenors want Mr. McCracken to testify about his and Franklin County's ability to discharge their responsibilities and duties under the plan.
- 5. The undersigned requests that the subpoenas, when issued, be mailed to the undersigned for service in accordance with 10 CFR 2.720 (c) .
