Dear Mr. President Clinton:

f I am writting to you with concerns of a problem that I and.other citizens in the area find very hard to d.eal with and did not get any results from any one in the area including Senator Herb Kohl who promised me before the last election that he would definately give it his immediate attention, But never did once the election was over and he was re-elected. This has.to.do with Nuclear Waste i

i and dry cast storage. This is a very scarey thought that has now moved into our living reality. Ground breaking was started for installation of highly radioactive materials from the point beach nuclear plant of two rivers W1. on the property adjacent the plant.

First off they call this a temporary placement but we all know that once out of sight out of mind. I have many problems with the way and manner we were all told this would happen.

Your Yucca moun-tain location was decided upon because of total soil analisis. It mainly consists of salt and carbornated sand, basicly moisture free. No chance for corrosion or shifting due to water table. In the case of point beach they will be placing these contaminates i

in heavy red clay. The dry casts as you are aware are metal contain-ers wrapped in a concrete container and placed in the ground. Like a casket in a vault to make this observation simpler. If you were to call any cemetary within your area you would find out that not

+

even cemetaries are placed in a clay field because of the moisture content being so great that breakdown of vaults and the box with-in would occur in a trealitively shorter period of time due to the heavy amounts of natural acidity in the earths make-up. Second this nuclear plant is located on Lake Michigua, One of the united States largest fresh water lakes connected to the only chain of fresh water lakes in all the world. Lose these and thats all there is. Next these dry cast storage vessels are of course being put on the N.R.Cs property is true, But next to and 'ajacent to our public schools forest program. A place where all the children from all the area l

schools are sent for nature school outtings which of course was land provided to the-school system by the point beach nuclear plant.

Before the Nuclear Regulatory Commission started their dig, A so called public forum was allowed inwhich the citizens were aloud to.

hear but not put into. The public planned to have speakers from var-ious universities and independent soil expects speak on the pros and cons of this project, They were not-aloud to voice any of their concerns by order of the.N.R.C. and were only permitted to voice l

their findings and conclusions in writting and the findings were

~

neveraddressed to the concerned public. Very Democratic I,d say ?

Now starting in the summer of 1995 we will have to start worring every day if our water supply and our children are safe due to the N.R.C. and their concern to in any way save the almighty dollar.

We have no assurances that they will monitor these casting or even how they will. We have to believe that they will and leave it at that. I don't think we can afford to go by this belief. Its been shady from the beginning, And we won't trust them to do whats right and proper now. We can't risk our future and our childrens future on a posible miss calculation by a committee that has done every-thing under the table from the very start.

t I know as well as you do that the yucca mountain project has not even gotten past the first test hole. Always one excuse after a-nother without results. The last problem was first the test auger wasn't big enough and then the conveyors couldn't handle the new auger out put so this has been the last stall. I also know that they have accummulated over the years twenty some billion dollars since their conception and are considered a private industry.and not actually connected with the governnent in any form. This is a mighty powerful private industry to just l'et run wild and free.

What is all this money being just kept for ? So their executives can live high and free without putting money back into their pro-duct.?

What they need is to be pushed into doing something with the radicactive garbage they create and not force the citizens to deal with it because they don't wish to use any of their hard earn-ed profit.

What they'need is a containment area that~can with stand any deseaster natural or man made. Something that could take a atomic explosion without damage. Well I had a thought that I had sent on to Senator Kohl but must of not thought was important enough to send on to you. You have the perfect containment facility and a way to get back a very large sum of the taxpayers money. Force the N.R.C. to purchase from us the tax payors the conta.inibut facility The Super Collidor program t' Eat'you felt [w'isely.was too

~

costly and shut down. What better a facility to house nuclear waste without disturbance. If an atom could be split within its walls without a problem it should be able-to handle anything we as a people could throw at it. It would c.ake a whole lot more sense than just letting it go to waste without any future use.

Make them an offer they can't refuse. I also believe it would help you get back alittle of your popularity if you were able to save the tax payers that kind of money. Everything is always wasteful spending and nothing back, this would show all the people that you can help over come this heavy deficiet thats on our shoulders. I have one last. thought you may have heard over and over. We need to stop worring about the rest of the world with all these free hand cuts and worry about us for a change. I personally feel we as a democratic country file bankrupey on all the countries that now owe us. Wipe the slate clean of them all once and for all and tell them from this point they are all on their own and must fend for themselves unless they obide by our democratic and free way of life. They all want us their when they have a problem and then after we do help all they all do is cut us into the ground and want nothing to do with us until the next uprising they have and we run to their aid like obediant dogs. I say enough is enough and its time to play hard ball.

I want to thank you for your time and. patience in this ' matter and I hope as ene of your supporters that I gave you a little food for thought.

I wish you and Hilary only the best in the future. Take Care and Bless you all.

Sincerely; hN Mark Leonard Kopecky i
