Enclosed is a copy of Ituvision 15 of the Waterford 3 Emergency Plan which is submitted in aceoedance with 10CFil50.51(q). Itevision 15 supersedes Itevision 11 Change 1 which was filed with the NitC via Entergy Operations, Inc. letter W3 F 1 0120 dated June 11, 1991. This submittal is provided under affidavit per requirements of 10CFil50.
The changes to the Waterford 3 Emergency l'lan made by llevision 15 do not decrease the effectiveness cf the plan. Furthermore, the plan, as changed, continues to meet the standardc of 10CFil50.17(b) and the requirements of Appendix E to 10CFit50. Attached is a suunnary of itevision 15.
Please note that page 1-D of the Emergency Plan contains n radio frequency which is considered personal information. The single page with the personal information is attached; it is requested that this luformation be withheht from the public pursuant to 10CF]t2.790. The enclosure contains no personal information and may be considered a public copy.

We have r=<ised this table to list the complete set of initiating conditions for each classification directly from the approved Emergency Plan Implementing Procedures.
It should be noted that we have not changed any of the initiating conditions, only decided to reflect the actual initiating conditions in the Emergency Plan rather than summarizing them.
The initiating conditions provided have been approved by the NRC.

Communications with these Entergy emergency facilities do not have to be coordinated through the Lead Communicator.
We also clarified the fact that only communications with offsite agencies need to have prior approval from the Emergency Coordinator.
5.1.2.2k The first paragraph was changed to clarify that the primary responsibility of the TSC Communicators is to transmit and receive information from offsite agencies.
