Murley Regional Administrator U.S. Nuclear Regulatory Commission - Region I 631 Park Avenue King of Prussia, PA 19406 IE Bulletin No. 83-06: Nonconforming Materials Supplied By Tube-Line Corporation Facilities Shoreham Nuclear Power Station - Unit 1

Dear Dr. Murley:

LILCO hereby submits the results of the actions we took to comply with the requirements of IE Bulletin 83-06. These actions are prescribed on pages 4, 5, and 6 of the subject bulletin and our response corresponds item by item to these as follows:

1. We reviewed the lists of purchasing and receiving companies given in Attachments 2 and 3 of IE Bulletin 83-06 to determine if any Tube-Line supplied ASME Code materials were furnished to Shoreham. We then contacted all vendors on these lists that supplied Category I piping / equipment to Shoreham. In addition to the vendors on these lists, the following vendors were contacted prior to the issuance of the subject bulletin as a result of the work we directed to address the concerns of IE Information Notice No. 83-07.
1) Reactor Controls
2) General Electric Company (NED)
3) Transamerica DeLaval
4) Rockwell International All of the vendors we contacted stated that no materials from Tube-Line Corporation were supplied to Shoreham with their products.

SNRC-987 December 8, 1983 Page 2 As mentioned, prior to the issuance of the subject bulletin LILCO initiated a review / survey of suppliers of Category I piping / equipment to address the concerns expressed in IE Information Notice No. 83-07. During the course of this review it was found that one Purchase Order (No. 11786) was placed with Tube-Line, however, the order was not for safety-related (Category I) materials.

In fact, the P.O. was for seventy-five data slides and one welding manual. These were used as classroom instructional aides.

2. Since the results of our review show that we did not install any ASME Ccdc materials supplied directly or indirectly by Tube-Line in safety-related systems the requirements of this item do not apply to shoreham.
3. The requirements of this item do not apply to Shoreham.
4. The contents of this letter should satisfy the requirements of the written report sought by this item.

As stated in item 1, no Tube-Line supplied materials have been furnished for use in safety-related systems at Shoreham.

The general concerns expressed in the subject bulletin were transmitted by the Office of Inspection and Enforcement on March 7, 1983 in IE Information Notice No. 83-07. LILCO began a review and investigation to determine if any of our major suppliers of Category I equipment / piping supplied piping materials to Shoreham that originated from Tube-Line. The results of our efforts are contained in item 1 of this letter.

In order to help you evaluate the cost of implementing the requirements of this bulletin we offer the following information:

a) Our estimate of the time it took to perform the requested inspections and evaluations needed to address the concerns of both IE Information Notice No. 83-07 and IE Bulletin No. 83-06 is fifty-five (55) engineering hours.

b) No radiation exposure doses were incurred.

c) Our estimate of the time spent to prepare this written response is eight (8) engineering hours.
