Dear Mr. Collins:

We are in receipt of your letter of September 28, 1983 relative to the subject recoranendations and appreciate your comments on our proposed actions.

We agree that our proposed program will require a significant effort, not only by our staff, but also by the continued support of the District's top management and our Board of Directors. However, we are confident that our combined efforts will be successful and will result in a more efficient operation of our nuclear program.

Currently, we have no plans to signficantly alter either the program scope or implementation schedule, however, should this situation change we will so advise.
