NOTICE TO THE COMMISSION, APPEAL BOARD, LICENSING BOARD AND PARTIES During public Commission meetings in this proceeding on November 28 and December 5, 1983, the schedule.for TMI-l physical plant readiness was discussed. Enclosed, for information, is a letter from Licensee to the NRC Staff dated December 1, 1983, which provides additional information on this subject.

3 THI-1 Restart Schedule

] On June 10, 1983, we provided a Restart Milestone Schedule. In our letter (5211-83-182) we noted that we would keep the NRC appraised of any signifi-E cant changes in our schedule via discussions with the TMI-l NRC Project Manager. Preparations for restart are now essentially co=plete.

E The only re=aining milestones for restart are the final heatup and testing 5 (7 days), followed by criticality and Zero Power Physics Testing (10 days)

and the Power Escalations Test Progra= (65 days). These milestones, of course, cannot begin until permission for restart has been obtained, any

re=aining restart items are completed and the necessary final surveillances/

i syste= lineups are made.

_ A Management Review Meeting for the final heatup is scheduled. for Dece=ber 16, 1983. We currently expect that by .that ti=e the re=aining plant modifi-E cations and ad=inistrative ite=s will be co=pleted or can be handled by

subsequent signoff and verification by specified canage:ent. We anticipate that our review on Dece=ber 16 will show that any ite=s not then complete can be co=pleted before the end of Dece=ber.

$ Assuming that approval for restart were to be given by Dece=ber 23, 1983,

final preparations for heatup (i.e. co=plete surveillance, complete valve /

! syste= lineup, etc. ) will require about 2 weeks te co=plete. We believe i this could be done in parallel with resolving the final few restart ite=s

that extend beyond December 16, 1983. The plant cculd then be ready fer final heacup and testing prior to criticality by the first week in January.

1 Our schedule for this testing would then lead to being ready te se critical about January 15th.
