C0tiAllCllE PEAK STEAM ELECTRIC STATION - UtilT 2 DOCKET NO. 50-446 DIESEL GEllERATOR STARTING /IR RECEIVER TANK REllEF VALVES SDAR CP-90 02 (FINAL REPORT)
Gentlemen:
On February 5, 1990, 10 Electric orally notified the NRC of a deficiency regarding Crosby style JMBU/JRU relief valves used on the diesel generator (DG) starting air receiver tank.
This deficiency was identified as a result of a 10CRF21 report issued by the Enterprise Energy Services, Energy Services Group of Cooper Industries. TV Electric concluded that the deficiercy was not reportable for Unit 1, but decided to install qualified relief valves in both Units as an enhancement.
The last report on the deficiency was logged TXX-90359, dated December 13.
1990, and stated that the safety significance for Unit 2 would be evaluated prior to Unit 2 fuel load.
10 Electric has reviewed the Perry Nuclear Power Plant seismic test data and determined that all four of the Unit 2 relief valves were enveloped by the data and would not have lif ted under CPSES design basis SS2 accelerations.
Therefore, the deficiency is not reportable foi Unit 2 pursuant to 10CFR50.55(e).
As reported in TXX-90359, TU Electric intends to enhance its design and resolve the deficiency by installing qualiiled relief valves in Unit 2 prior to Unit 2 fuel load.
