Report of 10CFR50.55(e) Item on Reactor Building Crane Prob 1ms (#106)

Dear Mr. Keppler:

On November 4,1983, Detroit Edison's Mr. K.R. Wingfield, Quality Engineer - Construction Quality Assurance telephoned Mr. J. Grobe of NRC Region III_to report on prob 1ms involving the Reactor Building Crane at the Fermi 2 site.

Following brake work, attempts were made to operate the main hoist

'to check for proper brake operation. The brakes worked, but the crane would not raise or lower.

As previously reported to the NRC, initially, during the trouble-shooting of the cause for the main hoist stall condition, it had appeared _ that the north main hoist drum bearing had failed. Upon further evaluation with the P & H (Harnischfeger) representative on Nov mber 3, 1983, it was determined that the bearing was acceptable for service. There was evidence of drum bearing retainer caps working back and forth in the pillow blocks due to independent drive trains working against each other when the main hoist was in a stalled conditirn. The P & H representative indicated that this should not cause a problem.

7t has since been determined.that the actual cause of failure of the hoist to operate was due to faulty rewiring of the motor ther-mal overload heater circuits.

. For inmediate corrective action, the Reactor Building Crane Main Boist was rmoved fran service and a deficiency notice tag hung on the crane main hoist controller. Corrective action concerning the faulty rewiring has since been empleted by Startup personnel.

Further investigation of this matter is still under review by Nuclear Production and Startup personnel.
