Replies to that Motion were filed on November 30 by Applicants and on Decerber 5 by Staff. Applicants and Staff have cited infonration which, -if left unchallenged, would, lead the ' Board into error and jeopardize OCRE's rights in this proceeding. In addition,
, OCRE finds it necessary to respond to the ccmnents of Applicants' counsel made during a telephone call with the Board Chairman and OCRE's Representative,
