Since our first transmittal appears to have been lost in transit, we are sending duplicate copies of Commonwealth Edison's Certification report dated August 27,1991 of the Byron Simu-lator Facility along with duplicates of our transmittalletter and NRC Form 474's. Common-wea h Edison considers the Byron Simulator Facility certified to 10CFR 50.45 as of our original submittal date of August 27,1991.

" Byron Simulator Facility" Certification of Simulator Tscility - 10CFR 55.45 NRC Docket Non. 50-454 and 50-455 Gentle %,1 The purpose of this letter is to submit information pursuant to 10CFR 55.45.b.5 in order to attain cert: ' cation of the Byron Simulation Facility.
This submittal for certification addresses both operating units at 1:yron Station with byron Unit I serving as the reference plant.
In the section titled " Reg.
Cuide 1.149 Requirements" of our certificatien report, the requirements for dual plant simulation facilities are evaluated and the results demonstrate that the Byron Simulator's performance compares favorably with each unit.
In addition, steady stato testing pet ANS1/A!W-3.5. 1985 Appendix B was performed in 1991.
These tests compared the Eyron simulator performance to Byron Unit 1 performance with favorable results.

The attachment to this letter contains two NRC Form 474's, ie. one for each docket number; two copies of the Initial Certification Report, dated August 27, 1991. These documents certify the Byron Simulation Facility meets the Nuclear Regulatory Commission's regulations.
It is therefore Commonwealth Edison's intent to utilize this facility to conduct operating tests for Byron operators at this facility.
Byron operators were previously tested on the Braidwood simulator which is certified to Byron Unite 1 and 2.
