in a letter dated May 9,1983 from D M Musolf (NSP) to Director Office of Nuclear Reactor Regulation, titled "BWR Control Rod Drive Return Line Nozzle Cracking Post Modification Report for NUREG-0619", NSP committed to do inspections each outage on the CRDRL. Per this letter, we committed that ".... the welded connection joining the re-routed CRDRL to the Reactor Water Clean-up System will be inspected every refueling outage." During a current ongoing process of verifying all NRC commitments, it was noted that this connection had not been inspected during either the 93, or 94 i
refueling outages.
I in 1983, inspection of this connection was added to the ISI program as an augmented inspection. During refueling outages in 1984, 86,87,89, and 91, the connection was inspected as required with satisfactory results, in 1993, the third ten year ISI program was written from base document requirements and this commitment was inadvertently dropped from the program. As a result, the connection was not inspected during either the 1993 or 1994 refueling outages as required by our commitment.
1 Upon discovery of the missed commitment, the original letter was reviewed to verify the commitment was still valid, and a decision was made to perform the required inspection as soon as possible. Presently a reactor water cleanup system outage is 9soso20ss2 95o427

The Monticello NRR Project Manager and the Senior Resident inspector have both been notified of the situation.
A Nonconformance Report (NCR 95-068) has been issued to investigate the root cause and to propose corrective actions as necessary.
We do recognize the significance of commitments made to the NRC and intend to complete them as stated. We believe that our commitments are generally fulfilled as promised, this instance was not typical. We apologize for any inconvenience this oversight may have caused.
