Dear Dr. Murley:
This letter provides notification of Reportable Occurrence 83-29 pursuant to the requirements of Millstone Unit 2 Appendix A Technical Specifications, Section 6.9.1.8.1.
This report concerns the discovery, during drawing reviews, of the performance of cmponents that require corrective measures to prevent operation in a manner less conservative than assumed in the accident analysis in the Safety Analysis Report or Technical Specifications bases.
While performing as-built drawing verifications on the drawings for the containment wide range pressure installation, it was found,that the tubing installed between the pressure transmitters and their system connection points did not have sufficient supports.
Credit for a wide range containment pressure indication system that was fully seismically qualified should not have been taken since the added tubing may not have been sufficiently supported. The transmitters themselves were properly supported.
Since the new tubing installation did net meet the required generic seismic support guidelines it created the potential for failure, during a seismic event, of the two wide range containnent pressure indication systems and the two safety related narrow range containment pressure transmitters which share camon sensing lines with the new wide range transmitters. An analysis of the specific installation is being performed to determine if the lines would have failed during a seismic event. Further information will be provided in the 14 day report.
