This lotter is in lieu of a Security Plan change at this time.

The change does not decrease the safeguards effectiveness of the plan.

It is our intention to submit this change in a formal plan revision by the end of the year.

That plan revision will also confirm our compliance with the provisions of 10 CFR 73.55 which require installation of systems to protect against the malevolent use of vehicles at nuclear power plants. contains a narrative description of the organization in the format used in the Security Plan and an organization chart that will be incorporated into the plan revision.

3 A'ITACHMENT 1 SECURITY ORGANIZATION 1.1 Security Management I

Authority and responsibility for nuclear security within Public Service Electric & Gas Company flow from the Chief Nuclear Officer & President - Nuclear Business Unit. who, with security management, operates from offices on the site of the Salem and Hope Creek Generating Stations.

Figure 1 depicts the hiemrchy and interrelationship of Security, plant, and Nuclear Department management.

The security organization is independent of the stations' management.

The Director - tiuman Resources & Administration reports to the Chief Nuclear Officer & President - Nuclear Business Unit, and is responsible in a line capacity for l

providing human resource services, including security, for PSE&G's nuclear facilities.

The Nuclear Security Manager reports to the Director - Human Resources &

Administration and is the highest level individual having nuclear security l

responsibility, including: Security program development, establishing the philosophy which guides program implementation, and response to changing regulatory requirements.

His direct reports are the Security Supervisors, Senior Security 1

Regulatory Coordinator, Nuclear Security Engineer, Site Access Administrator, and the security contmctor Progmm Manager. He directs the day-to-day activities of the Security Force, ensures consistency of program and policy application between the stations, and acts as a central point of contact for site security matters. He directs the activities of the security contractor, supervises contractor management, oversees security tmining, the Personnel Access Program, access control, armed response, and normal program quality assurance, operations related record keeping required by Chapter 12, and maintaining effective liaison with local law enforcement agencies, implementation of security procedures, investigation of attempted or actual security violations, preparation of appropriate reports, periodic review of the security program, and conducting exercises to assure continued readiness.

The Senior Security Regulatory Coordinator is responsible for program planning and regulatory compliance, the maintenance of security plans and procedures required under 10 CFR 73.S5, administrative, security force training and clerical support, and record-keeping required under Chapter 12 (in part).

l ATTACHMENT 1 The Nucicar Security Engineer is responsible for the physical security system hardware and

ware, including design, performance, modification and maintenance, and record-keeping required under Chapter 12 (in part).

Security Supervisors report to the Nuclear Security Manrager and are responsible for security program implementation on shift and othervise assisting the Nuclear Security Manager in the fulfillment of his responsibilities.

Contractor Security Operations Supervisors report to Security Supervisors for implementation of security program provisions and direction of security force activities on shift.

Security Operations Supervisors' areas of responsibility are access control, field operations, and security systems.

The command line of succession for security operations personnel is:

Nuclear Security Manager, Security Supervisor, security contractor Program Manager, Operations Manager, Security Operations Supervisor, CAS/SAS Operator. The Senior Security Regulatory Coordinator, Nuclear Security Engineer, or Security Supervisors may be designees of the Nuclear Security Manager. Anyone in the line of succession is authorized to summon off-site assistance.

The Site Access Administrator is responsible for the Personnel Access Program described in Chapter 2 and for site access training.

1.1.1 Security Force A contmct security force is employed by PSE&G.

The contractors Program Manager reports to the Nuclear Security Manager and is responsible for the effective operation of the Security Force, progmm administration and planning to meet progmm goals and objectives. The Operations Manager reports to the Program Manager and is responsible for directing and coordinating the daily operation of the Security Force. Security Force duties are set forth in the Salem - Hope Creek Security Plan Procedures and Post Orders.

A security training staff and clerical support personnel report to the Program Manager. The training staff is responsible for administering security force training to the standards in the Salem - Hope Creek Security Force Training and Qualification Plan and for such other training deemed necessary by PSE&O. The clerical staff is responsible for security force record keeping and support activities.

ATTACHMENT 1 There is a FSE&O employee on-site at all times who is responsible for orderly and effective implementation of the security program on shift including directing the response to security contingency events.

A typical contractor shift organization includes three Security Operations Supervisors. The Systems Operations Supervisor is the senior contractor position on shift. Security Operations Supervisors have the knowledge and authority to direct all shift security activities, are cognizant of command duties and are able to assume command should the Security Supervisor become incapacitated.

The Access Operations Supervisor is responsible for operation -of the guardhouses and peisonnel, material, and vehicle access control.

The Field Operations Supervisor is responsible for protected and vital area patrols and the Armed Response Force.

Anned Security OfHcers and unanned Security Monitors report to the Security Operations Supervisors and are assigned to posts and duties as required by the Security Plan and its implementing docurnents. Officer's duties include response to all alarms and potential or actual security conditions specified in the Salem - Hope Creek Security Contingency Plan and for posting the portal when vehicles enter Vital Areas. Officers and Monitors may be used for all other security functions, including alann assessment. The contractor security organization's relationship to the ovemil security organization is shown in Figure 1.
