57300, JOB E-5590, FILE NO. 956C, Q-3 This letter constitutes an interim report concerning the subject condition initially reported to the Commission on December 8, 1982 as a potentially reportable deficiency under the requirements of 10CFR50.55 (e).

i As identified in our last report, LOZ-83-0026, dated May 26,

.1983, HJK is continuing the review of the 60,000 work packages to identify any inspection personnel whose qualifications or

~ certifications-were not properly documented.

At present, approximately 50% of:the work packages have been reviewed and approximately 45% of the concerns identified from the packages reviewed have been satisfactorily resolved.

No specific potentially reportable hardware concerns have been identified.

As part of the corrective actions, HJK has developed a program that will institute a comprehensive reevaluation of all HJK inspector certifications to evaluate compliance with Regulatory Guide 1.58, Revision 1.

Those inspectors whose files do not reflect properly documented certification will have their training 'and qualifications reverified to establish whether they can be certified to the requirements of Regulatory Guide 1.58, Revision.1..

Those inspectors whose qualifications are

' reverified and found to be acceptable shall be certified, lincluding a statement;that they possessed the qualifications to be certified at the time the inspections were performed.

Keppler Regional Administrator August 8, 1983 LOZ-83-0102 Page 2 Exception / Correction Notices (ECN's) shall be written to document and track the inspections previously performed by them.

A complete list of all inspections performed by these inspectors will be compiled.

From this list a sample reinspection plan will be developed and implemented.

The sample plan will be in accordance with the Double Normal Sample Plan per MIL-STD-105D.

Those items selected to be reinspected will be reinspected by certified inspectors to approved HJK Construction Inspection Plans.

A follow-up report will be submitted by November 19, 1983.

We trust the above will be found acceptable as an interim report under 10CFR50.55 (e).
