Byron Generating Station Units 1 and 2 Process Control Program NRC Docket Nos. 50-454 and 50-455

Dear Mr. Denton:

This is to provide the Process Control Program (PCP) for Byron Generating Station. The enclosed program will be implemented to fulfill the requirements of Technical Specification 3/4.11.3. It 0]cuments the administrative and process controls on the radioactive waste solidifica-tion systems which provide reasonable assurance of the production of solidified radwaste with no free-standing water. This program is implemented by the procedures delineated in the program.

The PCP does not include the formulas which will be used for solidification of concentrates from the radwaste evaporator. These formulas will not be established until plant-specific concentrate samples can be analyzed by the solidification system vendor, Stock Equipment.

The PCP also does not address the Aerojet Volume Reduction System or the Dow polymer solidification system. These systems will be incorporated into the PCP as they are completed and tested. At this point in time it is not certain that they will be operational prior to fuel load of Byron

1. This is, therefore, the PCP with which we currently plan to begin operation of Byron 1.

Attachment A to the PCP contains information proprietary to Stock Equipment Company. It is requested that this information be uithheld from public disclosure pursuant to 10 CFR 2.790. Enclosed is a letter dated July 21, 1983, from Paul S. Hunt which identifies the portion of our PCP which is proprietary to Stock. Mr. Hunt's letter is also an affidavit to support a determination that disclosure of Attachment A, including Figure 1, would cause substantial harm to the competitive position of Stock Equipment Company.
