Dear Mr. Denton:

This letter will revise and supplement the Byron 1 Preservice Inspection Program Plan which was submitted in references (a) and (b).

It is requested that the NRC review this program plan and approve the relief requests well in advance of license issuance so that our ASME N-stamp certifications can be completed.

In response to comments and suggestions from the NRC Staff several Notes and Relief Requests have been revised. Enclosed are Note 4 (Rev. 1), Note 5 (Rey, 1), Note 10 (Rev. 1), Note 12 (Rev. 1), and NR-5 (Rev. 0). Relief requests NR-9 and NR-10, regarding automated reactor

, vessel examination are also being revised because of NRC comments. They will be provided by December 15, 1983.

The preservice examination work for Byron 1 is essentially complete at this time. During the last few months we have identified the need to make additional program changes and relief requests. Enclosed are Note 7 (Rev. 0), Note 8 (Rev. 0), Note 11 (Rev. 1) and Relief Requests NR-6, NR-ll, NR-12, NR-13, NR-14 and NR-15 (all Rev. 0). We expect that no additional relief requests or note changes will be necessary to complete the remaining scope of work.
