Decamber 1, 1983 Mr. J. G. Keppler, Regional Administrator Office of Inspection and Enforcement, Region III U. S. NUCLEAR REGULATORY COMMISSION 799 Roosevelt Road Glen Ellyn, Illinois 60137
Dear Mr. Keppler:
DOCKET NO. 50-266 IMPROPERLY MARKED HILTI BOLTS POINT BEACH NUCLEAR PLANT, UNIT 1 This letter is to notify you of a non-conformance involving support plate anchor bolts at our Point Beach Nuclear Plant, Unit 1. This non-conformance was reported to us by representatives of Phillips Getschow Company. This contractor is presently installing and modifying piping supports and restraints at the Point Beach Nuclear Plant. The non-conformance concerns 1-1/4-inch by 12-inch anchor bolts manufactured by HILTI Incorporated.
In preparation for installation of modified piping supports on the non-safety-related portion of the pressurizer relief valve discharge piping at Point Beach Unit 1, Phillips Getschow ordered and received twenty 12-inch anchor bolts from HILTI. Upon receipt, it was observed that the symbol stamped on the bolt head of the 12-inch bolts was incorrect. The 12-inch bolts were improperly marked with the letter code "W" which is the letter code for a 15-inch bolt. Twelve of the twenty bolts have been installed at Point Beach in the intended non-safety-related application since they are the correctly specified 12-inch bolts. These twelve anchor bolts will be restamped with the proper bolt head symbol code "T".
The eight remaining bolts will be returned to HILTI.
Although this situation is not reportable in accordance with 10 CFR 21 at Point Bench nor reportable by HILTI since these bolts are commercial items, the potential exists that other purchasers of 12-inch HILTI bolts from this mismarked lot could inadvertently use the 12-inch bolts in a safety-related 15-inch bolt application.

Mr. J. G. Keppler December 1, 1983 Mr. Joe Juckem of HILTI Incorporated (16236 West Lincoln Avenue, New Berlin, Wisoonsin, 53151, 414-782-6404) has been contacted by both Wisconsin Electric and Phillipa Getschow Company with respect to this mismarking occurrence.
Mr. Juckem informed us that they have identified the lot from which the bolts sent to Point Beach were manufactured and are in the process of identifying other companies that may have received bolts from this lot. HILTI intends to notify all purchasers of bolts from this lot of the size code mismarking error.
Please contact us if you have any questions concerning this information.
Very truly yours, Vice President-Nuclear Power C. W. Fay Copies to NRC Resident Inspector NRC Office of Inspection and Enforcement, Washington, D. C.
