I.

Technical Specification Change Recuest No. 97 Revision 1 The licensee requests that the attached revised pages replace pages 3-86, 3-87. 3-87a, 3-89, 3-90, 3-91, 3-92, _ 3-93, 3-94, 4-72, 4-75, and 4-76a of the existing Technical Specifications.

II.

Rearons for Change Recuest This change was requested by the NRC in their letter of September 19, 1980, and supersedes TCCR Nos. 83 and 96.

Operational experience (see LER 83-013/03L-0) has prompted a request to revise Technical Specification 4.18.1 to have it more fully comply with the manufacturers recommendations for operation of the CO2 fire suppression system.

As a result of an additional fire hazards analysis, prompted by the issuance of Appendix R to 10 CFR 50, there have been modifications made to the fire detection system in the screen house.

In addition, a determination was made that a manual deluge spray system is preferable to the automatic system described in the original TSCR No. 97 for the auxiliary building containment penetration area, elevation 281'0".

The above changes have been appropriately incorporated in Revision 1 to TSCR No. 9_7.

III. Safety Evaluation Justifying Change These modifications do not compromise any of the fire protection specifications and they comply with the model Technical Specifications supplied in the above referenced NRC letter.

These modifications do not comprornise safety since this change adds administrative controls on fire detection and suppression systems, thus further ensuring the operability of the fire equipment currently installed.

IV.

Sionificant Hazards Considerations Evaluation The Technical Specification changes mandated by the license amencnent 44 modifications (original TSCR No. 97) the changer in Revision 1 to TSCR No. 97 which incorporate some Appendix R modifications and operating experience do not; a) involve an increase in the Drobability of occurrence or the consequences of an accident previously evaluated since this change adds administrative controls on fire cetection and suppression systems, thus further ensuring the operability of the fire equipment currently installed; or

b) create the pcssibility for an accident or ralf uncticn of a new or different kind of accident from any accicent previcusly evaluated since the previously installed automatic suppression system for the auxiliary building containrent penetration area at elevation 281'-0" has been made a manual deluge spray system, thereby minimizing the potential for inadvertent water spray in tne area; or c) involve a reouction in the margin of safety since as stated above, additional controls are proposed to further ensure the operability of the fire detection and suppression systems at TMI-1.

V.

Amendment Class (10 TR 17]3 This change is an NRC requested change and as ruch does not require the payment of a fee. This revision does not substantially broaden the scope of TSCR No. 97 and should not require any additional fee, particularly since TSCR No. 97 has not been acted upon by the NRC staff since its submittal on January 26, 1981.

Implementation Period In order to finalize the necessary procedures and to train operators and support personnel, an implementation period of 60 days from the date of receipt of the applicable amendment is requested.
