requirements for the Standby Gas Treatment System filters and process stream inline electric i
heaters. The proposed amendment included revised Standby Gas Treatment System and Secondary Containment limiting conditions for operation specified in section 3.7 to establish consistency. Changes were also proposed for the Secondary Containment capability surveillance requirement specified in section 4.7.
In subsequent discussions with the NRC Staff, we leamed of enhancements and corrections to our pending amendment request. The purpose of this revision to our License Amendment j
Request dated June 8,1994 is to resolve these items.
Monticello feels strongly that the proposed changes requested in our June 8,1994 Ucense Amendment Request, with the minor changes presented in this submittal, provide significant improvements in the Monticello Technical Specifications goveming the Standby Gas Treatment System (SGTS). These improvements result from providing improvements for ensuring operational readiness of the SGTS system, as well as establishing consistency with related Technical Specification requirements. The proposed changes provide for consistency in testing frequency between SGTS automatic initiation testing and the related automatic initiation testing for primary containment isolation valves. The proposed changes also establish consistency between the SGTS Limiting Condition for Operation action requirements and related requirements in the Monticello Technical Specification for Secondary Containment.
Enhancements are provided in the proposed changes for ensuring the operational readiness of the SGTS system via improved surveillance requirements and performance requirements.
This revision incorporates NRC staff comments by the following changes:
1.
Deletion of the 18 month frequency requirement has been revised such that this deletion pertains only to surveillance requirement 4.7.B.2.b(3).
