VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NO. 1 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50,90, the Virginia Electric and Power Company requests an amendment, in the . form of a change to the Technical Specifications, to Operating License NPF-4 for North Anna Unit No. 1.

The proposed change will revise Technical Specification 3.6.4.2 to add an actio. statement to make the provisions of Technical Specification 3.0.4 not applicable. .The proposed change will allow one electric hydrogen recombiner to be inoperable and still allow the unit to change operational modes while within the 30 day act?.n statement since there is an additional shared electric hydrogen recombiner for use in the event of an accident. This proposed change will also provide consistency between the North Anna 1 and 2 Technical Specifications. The proposed Technical Specification change is provided in Attachment 1. A discussion of the proposed Technical Specification change is provided in Attachment 2.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not pose an unreviewed safety question as defined in 10 CFR 50.59 and it does not pose a significant hazards consideration as defined in 10 CFR 50.92.

We have reviewed this request in accordance with the criterfa in 10 CFR 170.22. Since this request involves a safety issue which the Staff should be able to determine does not involve a significant hazards consideration for North Anna Unit No. 1, a Class III license amendment fee ic required. A voucher check in the amount of $4,000 is enclosed in payment of the required fee.
