Dear Mr. Russell:
I represent Cajun Electric Power Cooperative, Inc.
(" Cajun"), one of the licensees in the River Bend Station, in the above-captioned proceeding.
By letter dated April 5, 1995, and published in the Federal Register on April 10, 1995 (60 Fed. Reg. 18151), you issued your Finding of No Significant Antitrust Changes and Time for Filing Requests for Reevaluation.
At page three of that letter, you required that any interested person must file a request for reevaluation of such finding within ten days of the publication in the Federal Register, and you further limited such requests to ten pages.
The regulations of the Nuclear Regulatory Commission
("NRC") regarding requests for reevaluation are found at Section 1
2.101 (e) ( 2 ) of the NRC's regulations.
10 C.F.R. S 2.101(e)(2) l (1995).
Those regulations provide that requests for reevaluation should be submitted within thirty days of publication of the notice and impose no page limitation.
Due to the significance of this case and, particularly in light of the fact that this case was returned to the NRC for further proceedings on an order issued on its own motion by the United States Court of Appeals for the District of Columbia Circuit, interested persons, including Cajun, should be able to exercise the full panoply of their procedural rights.

permitted length of the requests for reevaluation improperly and illegally limits Cajun's rights in this case.
Cajun respectfully requests that you modify the procedural aspects of your Finding to conform to Section 2.101 (e) (2) of the NRC's regulations and allow Cajun to file its request for reevaluation thirty days after the Federal Register publication on April 10, 1995, and that no page limitation be imposed.
