Clarification to Vermont Yankee Response to NRC Generic Letter 94-02, implementation Plans for BWROG Long Term Stability Solution Option 1-D Vermont Yankee's response to Generic Letter 94-02 regarding resolution of the stability issue was provided in Reference 2. The purpose of this letter is to provide j
supplemental information consistent with information presented at our meeting with the NRC staff on February 8,1995.
Reference 2 stated that Vermont Yankee would start Cycle 18 operation.(late April j
1995) using a stability power flow exclusion region updated for Cycle 18 fuel and core j
loading characteristics. As presented in the February 8,1995 meeting, Vermont Yankee will start up with an exclusion region generated for Cycle 15 (Reference 3) and I
an addition of 5% power / flow buffer region. The 5% power / flow buffer region will be j
treated as an exclusion boundary until the stability monitor / predictor is operational.
The monitor / predictor is expected to be fully operational by January 31,1996.

This approach is based on a schedule consistent with the availability of the exclusion region calculational procedure. Therefore, in the interim, Vermont Yankee will operate with the exclusion region generated for Cycle 15, including the 5% buffer region. The Cycle 15 exclusion region is applicable for Cycle 18 because the fuel types have not
