CONSOLipATED FITNESS FOR DUTY SIX-MONTH REPORT January 1.

1991 throuch June 30, 1991 PROGRAM

SUMMARY

This summary reflects a collective report of Fitness for Duty program activities for each of Entergy Operations Sites (Arkansas Nuclear One, Grand Gulf Nuclear Station and Waterford 3 SES).

Those areas of activity that are unique to each site are specifically identified throughout the report.

Entergy Operations, utilizing the 100% random testing process, tested approximately 53.6% of the total (all sites combined) l average unescorted access population.

The rate of random positives was 0.38%, with the majority of positives coming from i

contract personnel.

Of the substances tested for, Marijuana i

(THC) was the drug of preference, with cocaine having the second highest number of positives.

Individually the site testing percentages were as follows:

e Arkans a Nuclear One (ANO) 53.5% Tested

.26% Positive Grand Gulf Nuclear Station (GGNS) 54.8% Tested 0% Positive e

e W1terford 3 SES (WF3) 52.9% Tested

.94% Positive MANAGEMENT ACTIpEl Management took action at GGNS to resolve problems concerning the administration and tracking of people requiring Fitnass for Duty l

Supervisor (FFDS) training.

After the start of the Fitness for Duty Program it became apparent that there were weaknesses in verifying three areas of FFDS training:

1) ensuring supervisors received FFDS requalification training before their training had expired.

2) ensuring new supervisors received FFDS training within l

their first three months of supervisory duties.

3) ensuring new contractors needing FFDS training received it before assuming supervisory duties.

To correct these deficiencies, management agreed to realign existing personnel resources to establish a single point of contact in training to schedule, track and verify all general training, especially FFD Tupervisor (FFDS) training.

A system to identify the status of incoming contract personnel to determine if the individual requires FFDS has been established as part of the key card application process.

4 Presently, five employees are enrolled in follow-up testing programs at.WF3.

During this reporting period, 31 tests have been administered collectively to those employees.

All results have been favorable.

PROGRAM INITIATIVES General - A meeting of Company management and FFD personnel from Entergy Operations, Inc.'s three nuclear sites was held to share drug testing experiences and resolve issues that have arisen since the last meeting.

All three nuclear sites conduct on-site terting utilizing Abbott TDx drug analyzers and use similar contpany directives.

This conference is part of an ongoing process to make the three sites' FFD Sections more consistent in operation.

Beginning in February, 1991, the ANO FFD section began a project for placing all FFD records on microfilm.

Plans were developed and implemented which addressed the appropriate steps necessary to' ensure that records are processed, microfilmed and stored in a confidential manner.

New computer software was created for the GGNS FFD Section which allows for better recall and management of FFD records.

The software also allows for better compilation of statistical data needed for FFD reports to management and the NRC.

LESSONS. LEARNED l

l The ANO FFD section gained valuable experience in dealing with L

" refusal" situations.

Two contractor individuals have refused to comply with testing requirements.

The individuals were removed for cause.

Unescorted access was withdrawn and the individuals currently are denied access at any Entergy Operations, Inc.

l nuclear site for a minimum period of three years.

There were no positive random drug tests at GGNS and only one positive drug test to report for the reporting period.

This is a

- significant decrease over the last reporting period.

Two reasons can be attributed to the decrease:

1)

There was no outage during this reporting period.

2)

The random drug screening program appears to be identifying the few individuals at GGNS una elect to abuse drugs or l

alcohol and continue to work in the nuclear industry.

We anticipate the number of confirmed positive drug or alcohol incidents at each of the sites will remain low among the employees.

The Fitness for Duty Section's strong presence at each of the sites vill continue to deter drug or alcohol abuse and increase worker confiden's in the FFD Program.

Entergy Operations continues to have close coordination with local law enforcement agencies to identify any new trends in drug usage in the local areas.

EFFECTIVENESS EVALUATIQM One NRC Inspection (Nos. 50-313/91-01 end 50-368/91-01) was conducted at ANO during this report period.

The inspection identified three cited violations, each of which has been resolved.

The inspection also identified several program strengths.

One audit (QSA91-0021)- of the GGNS Fitness for Duty Program was conducted by Quality Programs personnel during the reporting period.

A qualified NIDA-certified inspector with a Ph.D. in toxicology was utilized to audit the technical aspects of the Fitness for Duty Program.

The result of the audit was positive, with no nonconformances found or significant weaknesses to correct.

One NRC Inspection (No. 50-382/91-04) was conducted at WF3 during this report period.

The inspection identified one cited and one

(

non-cited violation.

The violations have been resolved.

The inspection also identified several program strengths.

One situation involved info.mation received from a credible source regarding drug usage by two separate individuals.

It was determined by ANO management that both individuals would be tested for-cause.

One individual refused to comply with the testing requirements.

Therefore, this individual's unescorted access was removed for cause and the individual's access is denied at all Entergy Operations' nuclear sites.

The second individual's unescorted access was suspended pending of the test results.

Subsequent results were negative and the individual's unescorted access was re-instated, L

The third for-cause test was conducted due to displayed aberrant l

behavior by an individual.

The supervisor requested the for-l cause test and ANO management approved the conduct of the test.

The individual's unescorted access was suspended pending outcome of the test recults.

Subsequent results were confirmed positive by the MRO and the individual's access is denied at all Entergy Operations' nuclear sites.
