Degraded Core Accident flydrogen Control Program GNRO-91/00155 Gentlemen:

The Grand Gulf Nuclear Station (GGNS) Unit 1 Operating License requires that Entergy Operations, Inc submit quarterly reports on the status of the " Degraded Core Accident flydrogen Control Program." In response to that requirement. Entergy Operations. Inc. submits the attached report covering the period April 1 through June 30, 1991.

Quarterly Status Report for Period Ending June 30, 1991

" Degraded Core Accident Hydrogen Control Program" l

1,0 Introduction This quarterly status report is submitted to comply with the Grand Gulf Nuclear Station (GGNS) Unit 1 Operating License.

This reqvirement specifies that Entergy Operations. Inc. should provide j

quarterly reports oat 11ning the status of the ongoing research i

program to address degraded core hydrogen ecntrol requirements.

This report covers the second calendar quarter of 1991, ending June 30, 1991.

This report includes brie summaries of submittals made by Entergy r

Operations this quarter, along with summaries of meetings between the NRC Staff and Enterg/ Operations.

Entergy Operations is participating in the flydrogen control owners Group (11C00) which is conducting generic research and analyses to resolve the degraded core hydrogen control issue.

Since the work completed by 11C00 parallels Entergy Operations

  • program to resolve this issue, thin report also includes summaries of meetings between the 11C00 and the NRC.

The meetings summarized in this report do not reficct a formal llCOG position with respect to any issue, but represent Entergy operations' interpretation of those meetings.

2.0 Summary of Entergy operations. Inc. Submittals Entergy Operations made no submittals to the NRC on the Degraded Core Accident flydrogen Control Program during this calendar quarter of 1991.

3.0 Summary of IIC00 and NRC Meetings No formal meetings were held between Entergy Operations or llCOG and the NRC during this quarter.

4.0 Hydregen Control Program Status The summaries and status of the Hydrogen Control Program as stated herein do not reflect the llCOG position with respect to any program, but represent Entergy Operations' interpretation of these programs.

The generic research and generic analyses conducted by llCOG to resolve the degraded core hydrogen control issue are complete.

In accordance with this, the NRC issued a Safety Evaluation Report (SER) on the generic flydrogen Control Program on August 10, 1990.

The SER documented the NRC's review of the generic Hydrogen Control Program and delineated which issues were considered closed by the NRC and which required additional action by the llCOG and/or the individual utilities.

4.1 Status of significant Issues i

1.

Section 7.5 of the generic SER indicates that Mark 111 Owners should confirm pressure capability of essential oculpment to 30

[

ps i g.-

The 11C00 considers this criterion excessively l

restrictive for evaluation of equipment inside containment.

Instead, the peak drywell and containment pressures calculated by the CLASIX-3 computer code is considered to be a more appropriate criteria.

IICOG documented and submitted to the NRC t

the positions below regarding the criteria for pressure survivability evaluations.

f a.

Tt.t 11C00 proposes that 23 psig be stipulated in the SER as tlie evaluation criterica for containraent pressure f

survivability evaluation of equipment essential for hydrogen control under 10 CFR $0.44.

b.

Based.on the guideline of using the peak pressure

[

calculated by CLAS1X-3, 13.3 psig is considered the appropriate evaluation criterion for drywell equipment.

i 11C00 commits to the use of 23 psig and 13.3 psig, respectively.

F in plant-specific containment and drywell pressure I

survivability evaluations, and requested a formal NRC response I

to this issue in order to submit its generic response to the l

SER.

Survivability Criteria for Essential Equipment".

t 2.

The 11C00 submitted to the NRC confirmatory information on its i

position regarding acceptable accident sequences to hydrogen generation events (HGEs), and the availability of containment t

sprays or unit coolers during an llGE. IICOG requested a formal i

NRC response to these issues in order to submit its generic

}

response to the SER.

)

Following acceptable resolution of the above issues with the NRC, Entergy Operations will review its schedule for submittal of the

- f GGNS Final flydrogen Control Report, identify the remaining work j

i necessary for this submittal, and initiate work on the remaining

_ plant-specific tasks.
