By this letter we are providing our understanding, concerning the differences between the Grand Gulf proposal and the staff's position on several issues associated with our request for an exemption to the requirements of Appendix J, of 10CFR50. While we do not agree with the Staff's position, we will agree to these changes in order to receive a timely response to our request. As you are aware, GGNS started our refueling outage on April 15 of this year with a scheduled outage duration of 39 days.
Timely issuance of our exemption is therefore, critical to the successful completion of our outage.
Our understanding of the resolution required by the staff for each of the staf f's stated concerns are discussed below.
1.
Two successful tests must be passed before extending the Type A test interval to 10 years.
2.
The surveillance interval for containment general inspection will continue to be required at the frequency of 3 in ten years, approximately equally spaced.
3.
With the exception of electrical penetrations, Type B and C test intervals will not exceed 5 years.
4.
Two successful tests will be required prior to extending the test interval for any Type B or C test.

The exemption does not appiv t-MSIVs, Feedwater check valves, or containment vent and purge v4.lves.

If an airlock fails a test, two consecutive successful tests will be performed prior to extending the test interval. The 30 day test is a test of seals only.
We understand that these NRC staff positions may be modified by the proposed changes to 10CFR50, Appendix J.
If, during rulemaking, any of these positions are not reflee:ed in the final rule, we intend to adopt the position established by the rule.
